The British Parliament voted 385 to 26 on July 2, 2025 to proscribe Palestine Action Global under the UK Terrorism Act 2000. Membership became a criminal offense. The Palestinian Youth Movement occupies different ground. PYM emerged from the most explicitly revolutionary current in Palestinian campus organizing with a Marxist-Leninist framework that treats the destruction of American defense manufacturing capacity as a strategic military objective, not a policy preference. Its documented alliance with the Democratic Socialists of America, detailed by Canary Mission researchers in 2025, gave PYM access to DSA's organizational infrastructure and political legitimacy at the precise moment DSA was adopting formal anti-Zionism through Resolution 12.

This structure is documented, not theorized. A public advocacy organization at the front. A political party providing infrastructure. A revolutionary youth movement providing ideological momentum. The State Department has legal authority to designate Palestine Action Global as a Foreign Terrorist Organization. The designation would make hosting its website on American servers a federal crime. No designation has been made.

The alternative scenario makes the institutional failure plain.
